I have oily AND frizzy hair - what can I do?

I shampoo daily, but only a few hours after I get out of the water my hair is oily again. Oily AND frizzy. I'm using "Pert for Normal to Oily Hair" right now, a 2-in-1 shampoo plus conditioner, and that's all I put in it. I scrub my scalp thoroughly AND leave the Pert in throughout the duration of my shower before rinsing it out. I normally let my hair dry on its own - I seldom blowdry or style it or use other products because touching it makes it oily/frizzy faster. Without fail, all day it's either frizzy or oily unless I tie it back, which is what I've been doing since age 11. I've got long, straight, fine hair that I'd someday like to show off - I take good care of it, but what can I do about this?
