Is active game playing required to stay as a RuneScape Moderator?

Is active game play required to stay as a RuneScape Moderator when you become one? I am not a RuneScape Mod but I was curious if you have to be an active player (playing RuneScape daily etc.) to stay as a RuneScape Mod. Also, what are the chances of becoming a RuneScape Mod?
