Ways to reduce our environmental impact?

I wanted to suggest one way we could reduce our environmental impact without significantly changing our way of life. I think one of the places we needlessly expend CO2 gas is in the transport of water. Some cities have banned bottled water, and to an extent I understand that. But what if, instead, local cities distributed purified water and distilled water like the milk men did years ago. I think it would have to be a city/state funded program instead of charging residences a monthly fee so that it would kick off well. But then think about all the ways you can lower greenhouse gas from shipping. For example, instead of buying a full bottle of shampoo or soap, you buy a concentrate that takes up a 1/4 of the bottle and you fill the rest up with distilled water. Mix it up and it is the same as you would have bought it from the store. You would do the same with purified water for your drinks. By localizing the production of water, you reduce the impact of transporting it.
