How can my husband backout from being NAvy-DEP ?

he was recruited last June , he took the oat at MEPS after having Med'l. His reason for planning to quit is he feels as if he is not in with the group considering his having hard time communicating since English is our second language.what should he do ,what is the process to quit prior to his shippment by the end of sept?
