You already know the reason, it seems, which is that it's in brackish water. Start adjusting it back to full freshwater by removing about 10% of the water each day and replacing it with full freshwater. The salt has taken quite a toll on its kidneys at this point, and I can almost guarantee that its inability to control its osmotic pressure is now leading to bouyancy issues.
