First Colorado cops were to stupid to solve the Ramsey murder, now this, what's wrong with them?

Clearly it was wrong to issue a citation. I was bad P.R. and does nothing to help the profession. Common Sense can not be taught and this Trooper did not use any. I know it is wrong to jay walk, but a Police Officer must look at the totality of the cirstances.
